These issues have mostly been resolved, and a new generation of Cypriots may now come in and take advantage of low property costs. Between 2010 and 2015, prices dropped by up to 50%, according to the Royal Institution of Chartered Surveyors (RICS). In those sun-drenched hills with the breathtaking Mediterranean vistas, there are some great bargains!
Cyprus is nearly the same size as Devon and Cornwall combined, being 240 kilometres long and 200 kilometres broad. It has been split politically for decades, since since the island was violently partitioned in 1974, forcing 250,000 Greek Cypriots to flee their homes in the north. As a result, few individuals are prepared to purchase property in the north due to concerns about title difficulties.
The Troodos Mountains run across the southern half of Cyprus, descending down to the beaches through oak, pine, and cypress forests and rocky slopes. Paphos, in the south-west, and the villages around it have always been the most popular places for British purchasers. Paphos is a fast-growing town that is gaining popularity among both young families and the elderly. It features a year-round airport with direct flights to the United Kingdom.
Limassol, Cyprus’ second-largest city (after Nicosia, the capital), has been luring international purchasers to its fantastic new marina. The region around Paphos, an excellent harbour, resort, and Unesco World Heritage site on the south-western coast, is the most popular among British purchasers. Many of the island’s historic features are located here, including a mediaeval stronghold, frescoed tombs, and mosaics, as well as conveniences for every need, including its own airport with year-round easyJet flights to the United Kingdom. It’ll also get a new marina, better roads, and an overall makeover as it prepares to host the European City of Culture in 2017.
Apartments in central Kato Paphos, which start at roughly €70,000, are popular, as are the traditional Cypriot villages of Peyia and Tala just outside the town, and the five-star Aphrodite Hills resort nearby.
There are many inexpensive residences in Peyia, ranging from apartments for €40,000 to three-bedroom townhouses for little over €100,000 to five-bedroom villas for €250,000.
Although your money doesn’t stretch quite as far in the peaceful town of Tala – and there are fewer houses for sale – you can still purchase a one-bedroom apartment for €60k or a three-bedroom mansion for €250k. Another popular vacation location is Coral Bay, which has Blue Flag beaches and three-bedroom villas ranging from €230,000 to €300,000.
Polis, for example, is a tiny, attractive hamlet on Chrysochous Bay’s northwestern shore, near the Akamas peninsula, an extraordinarily magnificent natural reserve. Polis boasts some of the island’s nicest beaches, located in isolated bays with crystal-clear seas and a vibrant café culture, particularly in Latchi, Polis’ picturesque harbour with its recently expanded marina. Apartments start at €60,000 and villas start at €250,000, which is a little less expensive than Paphos.
Resale apartments in the Aphrodite Hills golf and equestrian complex start at little over €100,000, but frontline golf villas cost over €700,000 and above.
Limassol is Cyprus’ second biggest city. It is particularly popular with the Russian market as a vibrant city and economic hub with world-class shopping and cosmopolitan restaurants in its world-class integrated marina. Due to the great demand, prices are slightly higher than in Paphos – apartments start at €90,000, while villas cost over €300,000. Limassol Marina properties range in price from roughly €340,000 to well over a million euros.
Buying a home in Cyprus is governed by English law. When a buyer discovers the correct property, they should pay a Reservation Fee of between €1,000 and €5,000 (depending on the property’s worth). It’s recommended to do so because many resale properties are offered by many agencies. Contracts are subsequently set up, laying out the terms of the sale, and a Reservation Fee of up to 10% (within two to three weeks) for a resale property and generally 20-30% for a new-build is paid.
The buyer’s lawyer files the Contract of Sale with Land Registry within 60 days after the buyer signs it, as this secures the property in the buyer’s name (s). With the application, buyers must provide bank and character references. On resales, the remainder is usually paid by the completion date agreed upon by both parties, while on new-builds, it is paid in phases by the developer.
Purchasing Costs
The following are the primary costs: Stamp Duty of 0.15 percent for homes under €170,860 and 0.2 percent for those exceeding that amount (this is for the Legal Stamping of the contract). Property Transfer Fees (or Stamp Duty as it is known in England) are 3% for the first €85,430 of the property’s worth, 5% for the next €170,860, and 8% for anything over that.
If there are two names on the contract, the amounts are twice, i.e. the first €170,860 is at 3%, and so on. Legal expenses are typically 1-2 percent, with agency fees ranging from 3-6 percent.
Issues with the title
In the past, there have been two major difficulties in Cyprus, both of which having to do with title. The first has to do with Turkey’s ownership of properties in northern Cyprus, which it has had since 1974. Prices are lower there, but much of the property is still owned by former Greek Cypriots, so any purchase there is dangerous, regardless of what realtors tell you.
The second difficulty is the sluggish issuing of title deeds in southern Cyprus, which, along with certain shady activities by developers in recent years, necessitates demonstrating clear ownership. Despite the fact that the authorities have accelerated the whole process – and are making significant efforts to make the purchase process significantly more transparent in every way – some buyers are understandably wary about purchasing without title papers.
